About Schedule Time

Hello,
i would like to know what is the right think to schedule a message.
I'm tryng software in italy and have some problems:
1) when i create a new mesage in the server if i schedule this with (for example) this date: 09/01/2008 18:40:00 (where 09 is day and 01 is month) in the server i cas see this: 09/01/2008 07:40:00 PM.
2) when i create a new message with api with the same date and time it will be return a "generic error".

I've tried to write date in Us notation (MM/DD/YYYY) but in this case schedule do not work (message will not be sent !!)

Activeperts SMS server is in trial mode on a Windowx Sp Sp2 Italian version..

Can you help me ??
